Goal: Replace Roads with Rails and Reach a Population of 100k Within 10 Years.

1. Delete all Roads
2. Connect all power to buildings
3. Create Rails (Doesn't need to be pretty) Just make sure each building is touching Rail.
4. Spam all Extra Space with Residential Buildings. (Make sure they're Powered)
5. Reach 100k and Fast Forward the rest of the Years.
